    The Appointments Committee of the Cabinet (ACC) has appointed Naresh Pal Gangwar as the new Secretary of the Department of Higher Education, Ministry of Education. He is a 1994-batch IAS officer of the Rajasthan cadre. Additionally, the government announced the appointment through an official notification on Thursday, July 23. It takes effect immediately as part of a wider reshuffle of senior bureaucrats.

    Gangwar’s academic record blends engineering and economics. For instance, he holds a B.Tech in Electronics and Communication Engineering from the University of Roorkee, now IIT Roorkee, and an M.Tech in Communication and Radar Engineering from IIT Delhi. On top of that, he holds an M.A. in Economics from the University of Rajasthan. Overall, he now takes charge of a department that oversees universities, technical education, and national examination policy at a time when the sector faces intense scrutiny over exam paper leaks.

    New Leadership at the Ministry of Education

    Gangwar succeeds Vineet Joshi, whom the government has moved to the Ministry of Panchayati Raj as Secretary. The order does not specify a reason for the reassignment. However, it arrives amid student protests over alleged irregularities in exams conducted by the National Testing Agency (NTA), including concerns linked to NEET-UG. As a result, officials say Gangwar will prioritise exam transparency, review the NTA’s functioning, and work to restore student confidence. Meanwhile, the same reshuffle places school-level education under a separate officer, T.K. Anil Kumar.

    An IIT Graduate Turned Senior Bureaucrat

    Gangwar’s career spans nearly three decades across state and central administration. He most recently served as Secretary, Department of Animal Husbandry and Dairying. Before that, though, he held Joint Secretary and Additional Secretary roles in the Ministry of Environment, Forest and Climate Change, where he handled pollution control and hazardous waste management. Between 2014 and 2018, he served as Secretary and later Principal Secretary in Rajasthan’s School Education Department. Earlier still, he worked as District Collector across several Rajasthan districts and helped shape the state’s Solar Policy between 2010 and 2014 as Secretary of its Energy Department.

    Key Challenges Facing India’s Education Sector

    A full policy agenda awaits Gangwar. For example, it includes continuing to implement the National Education Policy (NEP) 2020, expanding digital learning, and integrating skill development within degree programmes. Beyond that, improving research output and institutional autonomy also feature on the list. His most immediate task, though, is restoring credibility in the examination system, as student groups demand visible reform in exam security and NTA oversight. In addition, improving access to quality higher education across states remains an ongoing priority.

    Why This Appointment Matters

    Placing an officer with an engineering and economics background at the head of higher education fits a broader pattern. Indeed, recent senior appointments have increasingly paired domain expertise with administrative seniority. Gangwar brings technical training, environmental policy experience, and prior work in state education administration to the role. Consequently, that combination will likely shape how closely observers watch his tenure.

    What It Could Mean Going Forward

    The leadership change arrives at a moment when the paper-leak controversy has shaken student trust in national examinations. Meanwhile, Gangwar’s technical background may influence how the ministry prioritises research and technical education at the institutional level. For policymakers, though, the appointment signals continuity on NEP 2020, even as the ministry confronts an urgent credibility crisis around exams.
